Media Literacy Working Group: Steering Committee

Summary

Following commitments made in the Online Media Literacy Action Plan, DCMS is launching a Media Literacy Task Force to coordinate a collective response to the systemic challenges facing the UK education landscape to the media.

The working group will propose a work program to extend the reach of media literacy to improve the offer for ‘hard to reach’ users. In the first phase of establishing the working group, we invite stakeholders to apply for positions on a steering committee, which will inform and govern the work of the working group in partnership with DCMS.

As part of the government’s ambition to make the UK the safest place in the world to be online, DCMS has released the online media literacy strategy and accompanying action plan. in July 2021. The strategy sets out our approach to help organizations undertake media literacy activities in a more coordinated, broad and high-quality manner, and to ensure that citizens have access to educational support media appropriate to their age and capabilities.

The action plan announced the creation of a working group on media literacy, bringing together key stakeholders to formulate responses to the challenges identified in the strategy. One of the main challenges we have identified is the lack of provision for a large group of citizens that media literacy organizations may find it difficult to engage (often referred to as “hard to reach users”). Preliminary research suggests that these disengaged groups include users with limited media literacy educational initiatives suited to them, those who are overconfident in their media literacy abilities, and those who are not part of the network. formal education.

The task force will be set up to prioritize expanding the reach of media education across the UK, working at national, regional and local levels to improve user access to resources and support. He will be responsible for establishing and building nationwide structures and networks to amplify key messages around user media literacy and connect them to impactful initiatives. This will include identifying and working with key intermediaries, such as national charities and local authorities across the country, who have well-established relationships with a wide range of users. The working group will enable these intermediaries to play a vital role in the media education landscape, leveraging their existing relationships with users to become invaluable vehicles for media education.

Recruitment to the steering committee

As part of the first phase of setting up the Taskforce, we are recruiting members of an expert steering committee to define, supervise and evaluate the work of the Taskforce until the end of fiscal year 2022 / 23. At this point, we will review both the accomplishments of the task force and its goals for the future, with the opportunity to refresh Steering Committee members as new needs and priorities arise. Please note that all positions on the Steering Committee will be voluntary and unpaid.

Positions on the Steering Committee will provide an exciting opportunity to shape government policy and make significant changes to the media literacy landscape. The responsibilities of the steering committee will include:

  • define core working group objectives, work program and project plans, and key indicators of success
  • oversee and contribute to the implementation of the working group’s work program, in collaboration with cross-sectoral stakeholders
  • coordination of activities undertaken by organizations to extend the reach of media literacy to users
  • assess the effectiveness and impact of the working group and make recommendations for its future development

Members of the Steering Committee will routinely be expected to attend and participate in virtual meetings lasting up to 90 minutes, which we plan to hold approximately every two months. In addition, we provide for the possibility of convening the Board for shorter ad hoc meetings during project delivery periods. However, this may be subject to change. When COVID restrictions allow, we may convene the Steering Committee for occasional in-person policy meetings at the DCMS London office.

Where appropriate, members should prepare written materials or presentation materials to present to the Steering Committee and wider stakeholders at meetings. Members will also be required to sign non-disclosure agreements in case sensitive information is discussed.

The deadline for submitting applications is Wednesday January 5, 2022 at 11:59 p.m. GMT.

Candidates will be assigned a position on the steering committee on the basis of their written applications; We will not be conducting interviews, but we may follow up with individual candidates to ask for more details on specific questions. The final appointments will be made by the Minister of Technology and Digital Economy on the recommendation of an internal review committee. Application criteria

We welcome applications from any UK based organizations or individuals. We are particularly interested in receiving applications from those who demonstrate all or part of the following criteria:

  • detailed knowledge of the UK media literacy landscape, including gaps in the offerings for user groups, and an understanding of why these users have been difficult to reach so far
  • ability to provide expert advice to the UK government on media education policy, programming and research
  • solid knowledge of the subject matter in one or more of the following areas or sectors: media education, online safety, misinformation and disinformation, online abuse, digital literacy, press sustainability or education (including adult education and lifelong learning)
  • evidence of the development of inclusive online safety policies or programs designed to benefit diverse demographic groups
  • experience in developing, implementing and evaluating policies or programs that affect long-term behavior change
  • experience in coordinating multi-stakeholder and / or cross-sectoral initiatives across the UK, at national, regional or local level
  • experience in delivering educational initiatives to reach those outside of formal education, or those with experience or limited access to digital platforms and search engines
