Judge Vikramjit Sen appointed Chairman of IBF Digital Media Content Regulatory Council

The Indian BroadcastingFoundation (IBF), soon to be renamed the Indian Broadcasting & Digital Foundation (IBDF), the supreme body of broadcasters and OTT operators, today announced the appointment of (retired) Judge Vikramjit Sen as as Chair, along with six other prominent industry members for the new Digital Media Content Regulatory Council (DMCRC). The Council is comprised of prominent figures from the media and entertainment industry and Organized Online Content Providers (OCCP), with experience in IPR, programming and content creation.

The Council includes award-winning national filmmaker Nikkhil Advani; Deepak Dhar, CEO and Founder of the Banijay Group; eminent artist, filmmaker and writer Ashwiny Iyer Tiwari; and creative writer and innovative director, Tigmanshu Dhulia. The other two members of OCCP are Ashok Nambisan, General Counsel, Sony Pictures Pvt. Ltd, and Mihir Rale, Chief Regional Advisor, Star and Disney India.

The self-regulatory body which is formed in accordance with the mandate of Information Technology Rules (Intermediate Guidelines and Code of Ethics for Digital Media), 2021 with active consultation among the creative industry fraternity is expected to create a credible, solid and practical code for content, with an inclusive and equitable governance structure under the experienced chairmanship of Justice (Retd.) Vikramjit Sen.

Speaking on the appointment of the committee, K. Madhavan, IBF President, said: “I am delighted that so many media and entertainment industry experts have stepped forward and accepted the invitation to the IBDF to be part of the proposed self-regulatory body. I look forward to working with the Council, whose mandate is to ensure the freedom of expression of the Indian creative industry and to help the public aware of OTT platforms to gain unimpeded access to differentiated content and world class. This is a historic and win-win moment for all stakeholders, namely the M&E industry, policy makers and OTT platform subscribers.

IBF is renamed Indian Broadcasting and Digital Foundation (IBDF), as it expands its scope to cover digital platforms in order to bring all digital actors (OTT) together under one roof. This industry-led self-regulatory body (SRB) called the Digital Media Content Regulatory Council (DMCRC) for OTT digital platforms is a second-level mechanism at the appeal level, similar to the Broadcast Content Complaint Council (BCCC).
